The
only way for this was make the sacred Ind, a land of pilgrim
centres. Every region, nay, every inch of this hoary land must be
sanctified with the association of the glory of Buddha--the redeemer
of sins. Accordingly, he took up the gigantic task of building 'stupas'
all over the land for the reception of the relics of Buddha's body.
On
the advice of Upagupta, his preceptor, he commanded the genii to
erect eighty four thousand stupas throughout his Kingdom. In
obedience to the imperial command, the genii completed that
stupendous project on the auspicious occasion of a solar eclipse and
made every spot a pilgrimage centre.
