Accordingly,
he abolished war. With it, he declared that the sovereignty of the
small states and weaker people would be respected. Furthermore, he
never forced subjugation on the tribal people or backward aborigines
on the plea of civilizing them even. On the other hand, a separate
ministry with graded officials was created to cater to their needs
and to lift them higher. He ardently desired to ensure to all living
beings security, self control, peace of mind and joyousness.
Asoka
yearned for universal brotherhood, and peaceful life for both men
and beasts. Towards this, he undertook philanthropic activities to
achieve all round development of all the living creatures in the
world.
