He
instituted new departments and widened the scope of the
existing ones for the propagation of his religion. A new class of
officers - "Dharma mahamatras" came into existence and
they were entrusted with the propagation of dharma among his people.
Not contented with this, he issued instructions to high officials to
proceed on tours, every five years to spread Buddhism.
Moreover,
records prove that he provided many amenities for the travelers,
like erecting rest houses on roadsides, besides planting of shady
trees for comfortable journey. He caused wells to be dug up for the
benefit of men and beasts. He established hospitals for men, beasts
and birds, not only in his kingdom but also in the dominions of his
neighboring kings. Asoka amended the penal code to a greater degree
of perfection. Cruelty and torture were eliminated from the scene
once for all. Liberalized punishments, with humane treatment of the
criminals for reform and progress had thus come into existence.
