THE UNITY OF THE VEDIC AND SHAIVITE RELIGIONS
If Shiva and Indra are not two significantly different deities than all the ideas of a Vedic versus Shaivite, and Dravidian versus Aryan religions and cultures in India have no foundation to stand on, and much of modern scholarship on the Vedas and Puranas has to be revised. On the other hand, the basic identity of Indra and Shiva eliminates many problems in interpreting the Indian spiritual tradition. There is no need to invent other traditions and outside influences, or mysterious and forgotten cultures, to explain the developments within Hinduism. All the main factors for such a development are found within the Vedic tradition itself.

An important point that should be emphasized is that Indra is the supreme deity of the Sarasvati culture as revealed in the Vedas.  Shiva is the supreme deity of the Gangetic culture as revealed in the Puranas. Relative to the remain of ancient civilization in India, the Sarasvati sites (the Indus Valley sites) are definitely older.
